You must do raids to get more serfs, 8 hour raids gives you 8 chances to find a serf. I usually go on 2 8 hour raids a day and get a new serf once every 4 times or 1 every 2 days this way.

If you are looking for more members in your Army, you can do [Research], then research for the new upcoming fighting unit. Once the research for this is done, you get an extra army unit of this researched type. Repeat this to get more units.
This part is not true, when you research new army types you do not get a free army guy, it just means you can now train your serfs into the new army type.
