I connect via german server. Clicking on the english flag. So no portal but direct access.

Yup, all the web addresses (in game) are in German. I don't care about it as long as the content they point to is in English. 
I think it is easier to transfer the code from the DE server to the EN one. In this way only the text needs to be translated. When a bug gets fixed on the DE server(s) it can easily be fixed here as well since the links and the inner workings of the game are still in German.
